What stands out with Windsurf is ownership change, as much as any constraint change. On the product side it kept building first-party models — SWE-1 in May 2025, SWE-1.5 in October (near-SOTA at up to 950 tokens/sec on Cerebras), and iterative SWE-1.6/1.7 upgrades through July 2026 — all neutral-to-loosening. The one clear tightening was March 2026's pricing reset, which retired the credit system for daily/weekly quotas, raised Pro from $15 to $20 (a 33% increase), and added a $200 Max tier. The bigger overhang is corporate: in July 2025 Cognition, maker of Devin, signed to acquire Windsurf's IP, product, trademark, brand and team, and by June 2026 the Windsurf IDE had been rebranded to Devin Desktop and repositioned from a code-first editor into an agent-management hub. So the story is less aggressive metering than identity drift — the tool you adopted is now owned by a competitor and rebuilt around a different workflow, with its lone pricing change nudging quotas and cost in the usual tightening direction. The concern to weigh is roadmap control, not day-to-day limits: the models keep improving, but direction now sits with Cognition, and a code-first IDE has become an agent hub. Fine to adopt for the current capability — just assume the surface and positioning can shift toward the new owner's priorities rather than yours.
