02 / WHICH CHANGES THE RULES LESS?
Cursor rewrote its billing three times in one 2025 stretch: the June 2025 switch from 500 fast requests to '$20 of usage at API pricing,' a CEO apology and refunds for surprise overages weeks later, and in September 2025 Auto mode losing its free-unlimited status to count against the monthly allowance — users citing a jump from $8 to $22 after roughly ten requests. Windsurf touched its meter far less: one comparable event, the March 2026 retirement of credits for daily/weekly quotas, which raised Pro from $15 to $20 (a 33% increase) and added a $200 Max tier. On cadence alone Windsurf is steadier. But its risk is structural rather than financial — Cognition's July 2025 acquisition of the brand, IP and team, then the June 2026 rebrand to Devin Desktop, turning a code-first IDE into an agent-management hub. Cursor stayed itself, adding first-party Composer and a Pro+ $60 mid-tier instead of repositioning. So the pick depends on which continuity you value: Windsurf has moved its meter once against Cursor's three 2025 moves, but Cursor never passed through an acquisition or a rebrand. Both are unstable — just along different axes, one billing, one ownership.
