Both platforms moved upmarket, but they squeezed opposite things — Tabnine the door, Copilot the meter. Tabnine's tightening is about access: it sunset its entry-level Dev plan (~$9-12) at the start of 2025, fully retired its permanent free Basic tier in April 2025 leaving nothing below $39/seat, and in November 2025 added a $59 Agentic Platform (+51%) whose LLM usage bills pass-through at provider cost +5%. It has since removed local workspace indexing for a remote Context Engine, capped agent input size, and imposed a 1B-token/month fair-use ceiling — each move narrowing a session. Copilot keeps a cheaper $10 Pro on-ramp but churns the meter and the models: enforced premium-request caps in 2025, a June 2026 switch to metered AI Credits with no fallback and reports of 10x-50x bills, and constant deprecations (GPT-5.2, Opus from Pro, GitHub Models retiring July 30). The buyer's calculus: hold a Tabnine seat and cost is predictable at a flat $39 or $59, but the cheap and free on-ramps are bolted shut and capabilities are being pulled, not added; start on Copilot cheaply and you take on variable, spiky metered consumption and a fast-moving roster. Tabnine bites anyone needing a free, sub-$39, or offline/local path; Copilot bites heavy agentic sessions where credits balloon. Seat-level certainty points to Tabnine, a low entry price and model breadth to Copilot — and either way the verdict is about how the limits behave, not how good the completions are.
