02 / WHICH CHANGES THE RULES LESS?
Two kinds of constraint risk face off here: Cursor's metering volatility against Tabnine's access withdrawal. Cursor still lets you in free (Hobby) or at $20 Pro, but the terms underneath keep shifting — 500 fast requests became '$20 of usage at API pricing' in June 2025, that drew a CEO apology and refunds in July, and Auto mode lost its free-unlimited status in September. The pain is variable cost (an $8-to-$22 jump), not lost entry. Tabnine went the other direction and closed the cheap doors: the ~$9-12 Dev plan sunset in January 2025, the free Basic tier in April 2025, leaving a hard $39/seat floor, with a November 2025 $59 Agentic Platform that bills LLM use pass-through +5%. It has also been withdrawing capability — local workspace indexing swapped for a remote Context Engine, agent input size capped, a new 1B-token/month fair-use ceiling. The two failure modes nearly mirror each other: unpredictable spend on a plan you can still enter for free or $20, versus fixed per-seat pricing whose affordable and local footprint keeps shrinking behind a paywall. A solo dev or small team gets low-cost entry and mostly-added tiers (Pro+ $60, Ultra $200) from Cursor, or flat seat predictability from Tabnine but only above $39. Cheap entry with variable cost, or fixed seat cost once you clear the paywall — that's the trade, and it's about constraints rather than the code either produces.
