02 / WHICH CHANGES THE RULES LESS?

Metered on how much their limits move, GitHub Copilot has had the rougher run. It enforced 300/month premium-request caps (Pro, overage at $0.04) in June 2025, removed the default $0 spend budget in December 2025, pulled Opus from the Pro tier in April 2026, and in June 2026 migrated roughly 4.7 million subscribers onto metered AI Credits with no fallback model — its most severe change, with reports of agentic bills leaping 10x to 50x, from about $29 to $750 a month. Model availability churns alongside: GPT-5.2 deprecated, Claude Fable 5 added then suspended days later, GitHub Models slated for full retirement on July 30, 2026. Cursor's story rhymes but stays contained to 2025: the June 2025 move to '$20 of usage at API pricing,' a July CEO apology and refunds, Auto counting toward quota in September — after which it mostly added neutral pieces (Pro+ $60 tier, Composer, cloud subagents) rather than another metering overhaul. Both draw the same complaint about opaque, spiking costs, but the divergence is recency and severity: Copilot's 2026 credit rupture and volatile model roster versus Cursor's now-settled 2025 trust damage. Copilot has since bolted on session spend limits and per-user credit budgets precisely because the switch shook so many. Read this as a verdict on billing predictability, not on how either writes code.
